Phase 2A: Alumni, staff, committee, or an MOE Kindergarten link

Phase 2A is for families with a formal connection to the school through a parent or sibling who is a former pupil, a parent who works there or sits on its committee, or a child coming from the school's MOE Kindergarten.

Last reviewed against official sources: 9 July 2026

Who qualifies for Phase 2A

  • A parent or sibling is a former pupil of the school. (Some schools ask alumni parents to have registered as members of the alumni association by a cut-off date, check the school.)
  • A parent is a member of the School Advisory or Management Committee.
  • A parent is a staff member of the school.
  • The child is from the school's MOE Kindergarten and is registering for the primary school the MK sits within.

How places are decided

If Phase 2A has more applicants than places, a ballot is held. As in every phase, Singapore Citizens are ranked ahead of Permanent Residents, and within each citizenship group priority follows home-school distance (within 1km, then 1 to 2km, then beyond 2km).

At the most sought-after schools Phase 2A can and does ballot, so a 2A connection is a strong advantage but not always a guarantee at the very top schools.

Every school ranked by Phase 2A demand

How competitive each school was at Phase 2A in the 2025 exercise, the most recent one with published figures. Demand is applicants divided by the places open at this phase, so a higher figure means more children chased each place. Over 100% means the phase was oversubscribed; a balloted tag means a place was actually decided by ballot. This is a guide to past demand, not a prediction.

Documents and proof to have ready

Registration is online through the P1 Registration Portal with Singpass, so you usually will not upload anything, the school verifies eligibility against its records. Even so, have these ready in case they are asked for:

  • For the alumni route: the parent's or sibling's proof of former study, and alumni-association membership if the school requires it.
  • For staff or committee: the school verifies this against its own records.
  • For the MOE Kindergarten route: confirmation of the child's MK enrolment.

Tips and common pitfalls

An MK place is a Phase 2A link, not a guarantee
A child from the co-located MOE Kindergarten qualifies for Phase 2A, but if 2A is oversubscribed it still ballots by citizenship and distance.
Register your alumni membership early
If you are using the former-pupil route, sort out any required alumni-association membership well before registration, some schools set an earlier cut-off.

Common questions

Is a child from an MOE Kindergarten in Phase 2A or 2B? +

Phase 2A, the same phase as alumni children. Living more than 1km away does not remove that eligibility, distance only matters as a tie-breaker if Phase 2A itself ballots.

Does Phase 2A ever go to a ballot? +

Yes, at heavily oversubscribed schools. When it does, Singapore Citizens are placed before PRs, and within each group the ballot follows home-school distance.
