Phase 2B: Volunteers, church or clan, community leaders
Phase 2B is for parents who have built a connection to the school through service, a completed stretch of parent volunteering, an active church or clan tie to the school, or grassroots community leadership.

Who qualifies for Phase 2B
- A parent has volunteered at least 40 hours with the school. For the 2026 exercise that means joining the school's parent-volunteer scheme by 1 July 2025 and completing the 40 hours by 30 June 2026.
- A parent is an active member of a church or clan formally connected to the school (for example an affiliated church, or a clan association).
- A parent is an active community leader, endorsed under the grassroots route. This route only lets you register at a school within 2km of your home, and if admitted this way the 30-month address rule applies.
How places are decided
MOE reserves 20 places at every school for Phase 2B at the start of the exercise, so there is always a baseline of places for this phase even before any leftover places flow down from earlier phases.
If Phase 2B is oversubscribed, it ballots, Singapore Citizens ahead of PRs, then by home-school distance. Volunteering does not carry over between schools: the 40 hours must be with the specific school you are registering at.

Documents and proof to have ready
Registration is online through the P1 Registration Portal with Singpass, so you usually will not upload anything, the school verifies eligibility against its records. Even so, have these ready in case they are asked for:
- Parent-volunteer route: the school's confirmation of your completed 40 hours.
- Church route: the endorsement or recommendation letter from the church tied to the school. For a Catholic school, a parent's baptism certificate in English is the usual evidence of membership.
- Clan route: the clan association's proof of membership.
- Community-leader route: the letter of eligibility from the People's Association.
