Phase 2C: Open to everyone, the main phase for most families
Phase 2C is the open phase. It is where most families without a sibling, alumni or volunteer connection register, and it is where home-school distance matters most.

Who qualifies for Phase 2C
- All Singapore Citizen and PR children not yet placed in an earlier phase. No prior connection to the school is needed.
- This is the phase the majority of families use.
How places are decided
MOE reserves 40 places at every school for Phase 2C at the start, and after Phase 2A two-thirds of any remaining places flow to 2C (one-third to 2B), so 2C usually has the largest block of open places.
When 2C is oversubscribed, places are given by citizenship then distance: Singapore Citizens within 1km, then SC 1 to 2km, then SC beyond 2km, then the same three bands for PRs. A higher band is cleared completely before the next is considered.
A ballot is held only in the single band where places finally run out. That is why a school can offer many 2C places yet only ballot within, say, Singapore Citizens living within 1km.

How competitive each school was at Phase 2C in the 2025 exercise, the most recent one with published figures. Demand is applicants divided by the places open at this phase, so a higher figure means more children chased each place. Over 100% means the phase was oversubscribed; a balloted tag means a place was actually decided by ballot. This is a guide to past demand, not a prediction.

Documents and proof to have ready
Registration is online through the P1 Registration Portal with Singpass, so you usually will not upload anything, the school verifies eligibility against its records. Even so, have these ready in case they are asked for:
- Your child's birth certificate, both parents' NRICs, and proof of your official residential address as shown on your NRIC.
- The immunisation record. Distance is checked from your registered address, so it must be your genuine home address.

Common questions
Does living within 1km guarantee a place in Phase 2C? +
No. Distance gives you priority within your citizenship group. If there are still more applicants than places in your band, a computerised ballot decides. Citizens are always ranked ahead of PRs.
What happens if I do not get a place in Phase 2C? +
Phase 2C Supplementary lets you register at a school that still has vacancies after 2C. MOE publishes the remaining vacancies before that phase opens.
