Phase 2B: Clan / association member
A parent who is a member of a clan or community organisation directly connected with the school can register in Phase 2B. The clearest, best-documented case is the group of schools connected to the Singapore Hokkien Huay Kuan; several other schools were founded by clan associations, though whether membership grants Phase 2B priority today varies, so always confirm with the school.

Independent parent-run guide: not affiliated with MOE, any school, church or clan association. Phase 2B eligibility is set by each school and its connected organisation, always confirm the current criteria with them before you rely on it.
Who qualifies through this route
- A parent is a member of the clan or community organisation connected with the school, and is endorsed by that organisation for Phase 2B.
- Organisations usually require a minimum period of membership and a record of service before they will endorse a parent — for the Singapore Hokkien Huay Kuan schools, typically around two years of membership and a number of volunteer hours by 30 June of the year before P1.
- Membership alone is rarely enough: the organisation's endorsement is what counts, and the exact bar is set by each organisation, not the school.
Clan-affiliated primary schools

Singapore Hokkien Huay Kuan (SHHK)
The best-documented clan route. SHHK runs a Phase 2B endorsement scheme for its five connected schools; it typically asks for around two consecutive years of membership and a number of volunteer hours by 30 June of the year before P1. Confirm the current terms with SHHK.
Other clan-founded schools
These schools were founded by, or retain historical ties to, a clan or community association. Whether that association currently offers a Phase 2B endorsement, and on what terms, varies — treat this as a starting point and confirm directly with the school before relying on it.
Documents to have ready
- The clan / association's endorsement or certification of your membership and standing for Phase 2B.
- Your child's birth certificate, both parents' NRICs and proof of your residential address.

Common questions
Which primary schools use the clan route for Phase 2B? +
The clearest are the five schools connected to the Singapore Hokkien Huay Kuan: Ai Tong, Chongfu, Kong Hwa, Nan Chiau and Tao Nan. Several other schools were founded by clan associations, but whether membership grants a Phase 2B endorsement today varies — confirm with the school.
Is being born into a clan enough for Phase 2B? +
No. The clan or community organisation must endorse you for Phase 2B, and they generally require a period of active membership and service. The exact requirement is set by the organisation, not the school.
