Phase 2B: Grassroots / community leader (GRL)
A parent who is endorsed as an active community leader can register in Phase 2B. In practice this is the grassroots-leader (GRL) route: the endorsement comes from the community organisation, not the school.

Who qualifies through this route
- A parent is endorsed as an active community leader — most commonly an active grassroots leader recognised by the People's Association (PA) and its grassroots organisations.
- The endorsement is made by the community organisation, not the school, and reflects genuine, ongoing community service.
- This route is open at every school, so it is not tied to a school's church or clan connection.
Documents to have ready
- The endorsement / certification of your standing as an active community leader from the relevant organisation.
- Your child's birth certificate, both parents' NRICs and proof of your residential address.

Who counts as an active community leader for Phase 2B? +
Most commonly an active grassroots leader endorsed by the People's Association or its grassroots organisations. The endorsing body confirms your standing; MOE's P1 portal shows the exact eligibility for your case when you log in.
Is the community-leader route tied to a particular school? +
No. Unlike the church or clan routes, the community-leader route is not linked to a school's connection, so it can apply at the school you register with, subject to that school's Phase 2B vacancies and balloting.
