P1 Phase 3 for International Students: Registration, Vacancies and Results

Remaining places after the earlier phases

MOE does not publish a school-by-school Phase 3 applicant or ballot table. The only meaningful figure is how many places were left over at each school once the Citizen and PR phases finished. The 2026 figure does not exist yet — the earlier phases run to mid-to-late August — so the clearest guide is the final 2025 picture below.

How Phase 3 works

Phase 3 works differently from the Citizen and PR phases. It runs in five steps, and the parent’s part ends at step 2.

1. 1 Confirm your child is an International Student The child must be neither a Singapore Citizen nor a Permanent Resident. Citizen and PR children register in the earlier phases (1 to 2C Supplementary), not Phase 3.
2. 2 Submit an indication of interest This is not yet school registration, and it is not first-come-first-served. For the 2026 exercise the window ran from 19 May (9am) to 25 May 2026 (4.30pm).
3. 3 The earlier registration phases are completed Singapore Citizen and PR applicants are allocated first, across Phases 1 to 2C Supplementary (June to August 2026).
4. 4 MOE considers the Phase 3 applicants Once Citizen and PR demand is known, MOE decides whether a place can be offered to each international applicant. When applicants exceed the remaining places, MOE runs a centralised ballot — there is no home-school distance priority in Phase 3.
5. 5 Successful applicants receive a designated school Parents do not submit a preferred-school list. If a place can be offered, MOE assigns the school and emails the outcome by the end of October 2026.

Results and what happens next

MOE emails the outcome to every applicant by the end of October 2026. There are two possible paths.

Alternatives and backup plan

Phase 3 placement is not guaranteed, so every international family should hold a realistic alternative. These are the main routes parents use.

Kept separate from the live table above: how much capacity remained after the earlier phases in each of the last three exercises. Use this to understand overall scarcity — not to predict the school your child will receive.

Supply stays tight every year: in each of the last three exercises, well under half of all schools had anything left for Phase 3, and the schools with remaining capacity are largely the same ones year after year.
