Phase 2A: Parent Is a School Advisory or Management Committee Member

Your child may register under Phase 2A if either parent is recognised by the primary school as a current member of its School Advisory Committee or School Management Committee. This eligibility applies only to the school whose committee the parent serves on.

This may not be your route

This page is for a parent on the school’s Advisory or Management Committee. If instead a parent or sibling is a former student, a parent is school staff, or the child is in the school’s MOE Kindergarten, use those routes. A parent volunteer, community leader or member of a school-connected organisation is Phase 2B, not this route.

School Advisory Committee (SAC) or School Management Committee (SMC)?

Both are the volunteer committee that supports and oversees the school. Broadly, a School Advisory Committee is associated with government schools, and a School Management Committee with government-aided schools. For Phase 2A, what matters is that the school recognises the parent as a current member of its committee — not which of the two it is called.

Who qualifies through this route

  • A parent is a current, recognised member of the school’s School Advisory Committee or School Management Committee.
  • The eligibility applies only to the school whose committee the parent serves on.

You may register your child for only one school in a phase. If more than one submission is made during a phase, MOE uses the latest one.

What to confirm with the school

Committee membership is verified by the school against its records, so before registration, check:

  • Is my committee membership recorded for the current P1 Registration Exercise?
  • Will my child’s Phase 2A eligibility appear automatically in the portal?
  • Is any declaration or internal form required?
  • Which parent’s details should be used?
  • Who should I contact if the eligible school does not appear?

Committee membership does not guarantee a place

It lets you apply in Phase 2A. If applicants exceed places, MOE holds a ballot with priority in this order:

  1. 1. Singapore Citizen within 1km
  2. 2. Singapore Citizen 1km to 2km
  3. 3. Singapore Citizen beyond 2km
  4. 4. Permanent Resident within 1km
  5. 5. Permanent Resident 1km to 2km
  6. 6. Permanent Resident beyond 2km

How to register in Phase 2A

  1. Log in to the P1 Registration Portal with Singpass.
  2. Confirm that Phase 2A and your school are displayed for your child.
  3. Check the school’s current vacancies and applicants.
  4. Select one school only.
  5. Complete any declaration or upload documents if requested.
  6. Submit before the phase closes.
  7. Confirm the portal shows “Registration submitted”.
  8. Check the result from 8am on the result-announcement date.

After the result

If successful: the place is secured. Follow the school’s instructions and watch Parents Gateway.

If unsuccessful: register in the next phase for which your child is eligible, and reassess nearby schools and remaining vacancies. An unsuccessful Phase 2A application does not carry forward automatically.

Common questions

What is the difference between a School Advisory Committee (SAC) and a School Management Committee (SMC)? +

Broadly, School Advisory Committees are associated with government schools and School Management Committees with government-aided schools. For Phase 2A, what matters is that the school recognises the parent as a current member of its committee.

Which school does committee membership apply to? +

Only the primary school whose committee the parent serves on. It does not extend to any other school.

Does being in the Parent Support Group or alumni association count as committee membership? +

No. The Parent Support Group, alumni association, parent-volunteer programme and other school groups are not the School Advisory/Management Committee. Some may be relevant to other Phase 2A or Phase 2B routes instead — check the Phase 2A overview.

Can I join a committee shortly before registration to qualify? +

Committee membership is by appointment and recognition by the school, so it is not a route a parent can simply join just before registration. Confirm your current standing with the school.

The school does not show under Phase 2A in my portal. What do I do? +

Try the other parent's Singpass login, confirm your details match the school's records, and contact the school to check that your committee membership is recorded for this exercise. Use the portal's online form if instructed.

Does committee membership guarantee a place? +

No. Phase 2A can still ballot. When applicants exceed places, priority follows citizenship first, then home-school distance.

Which parent should register? +

Only one parent needs to register, but the registering parent must declare that the other parent's consent has been obtained. Use the committee-member parent's details where the eligibility comes from their membership.
