Phase 2B for Church Members: Eligibility, Schools and Documents
Your child may qualify for Phase 2B if at least one parent meets the membership requirements of the church directly connected with the primary school. The exact requirement and supporting document differ between Catholic, Methodist, Anglican and Presbyterian schools.

Church membership gives your child eligibility to apply in Phase 2B. It does not guarantee admission.

Can I use the church route? Quick check
The required proof differs by denomination (see the table below). The P1 Registration Portal and the school are the final operational checks.

For Catholic schools, the Archdiocesan Commission for Catholic Schools states a parent’s English baptism certificate is required, no other parish document is needed, and a non-English certificate must be translated and certified by a notary public. Source: ACCS. Last checked 16 July 2026.

Documents to prepare
The church-route proof (varies by denomination)
- Catholic: a parent’s baptism certificate (English, or a notary-certified English translation). No separate parish letter is needed.
- Methodist: a membership certification or letter from the Methodist church.
- Anglican: baptism/confirmation certificates and an endorsed eligibility form from the parish.
- Presbyterian: an eligibility or membership letter from the church.
Translations
Where a certificate is not in English, prepare a certified English translation (for Catholic schools, certified by a notary public), and keep the original as well.
Portal and identity
Keep your family and address documents available, but you do not routinely upload both parents’ NRICs and the child’s birth certificate — the portal displays your child’s details and eligible schools. Follow the specific document requests shown in the P1 Registration Portal or given by the school.
Step-by-step
Before Phase 2B opens
- Confirm the church is directly connected with the school you want.
- Check the church’s and school’s current eligibility criteria.
- Obtain the baptism certificate, membership letter or endorsement.
- Prepare a certified English translation where required.
- Log in to the P1 Registration Portal and check the phase and school appear.
- Check home-school distance, current vacancies and past balloting, then decide on one school.
During registration
- Log in through Singpass (only one parent needs to submit).
- Select Phase 2B and the school.
- Upload the required supporting document if prompted.
- Review the declarations, including consent from the other parent.
- Submit, and confirm the “Registration submitted” acknowledgement.
Even where you believe you qualify, check that Phase 2B and the intended school appear under your child’s eligibility in the portal. Contact the school if they do not appear.
Admission priority and balloting
Meeting the church requirement only lets your child apply in Phase 2B. It does not place church applicants ahead of parent volunteers, clan members or other eligible Phase 2B applicants. When applicants exceed vacancies:
- 1. Singapore Citizens within 1km
- 2. Singapore Citizens 1km to 2km
- 3. Singapore Citizens outside 2km
- 4. Permanent Residents within 1km
- 5. Permanent Residents 1km to 2km
- 6. Permanent Residents outside 2km
Singapore Citizens are considered ahead of Permanent Residents; a ballot is held where a band is still oversubscribed.
What happens if you are unsuccessful?
You can register in the next phase for which your child is eligible, normally Phase 2C. A Phase 2B application does not reserve a place elsewhere, so reassess remaining vacancies before choosing. Compare Phase 2C options →
Common questions
Does the parent or child need to be baptised? +
It is the parent's membership that matters, not the child's. For the Catholic schools, at least one parent must be a baptised Catholic (shown by a baptism certificate). Methodist, Anglican and Presbyterian schools ask for membership of their church, which for Anglican and Presbyterian usually means active, confirmed membership. Confirm the exact requirement with the school.
Can either parent provide the church eligibility? +
Yes, in general the qualifying membership can be held by either parent. Confirm with the school which parent's membership it will recognise, and register the child under that parent.
Does membership of any church within the denomination qualify? +
Not necessarily. The route is about the church directly connected with the school. Some denominations recognise membership of any of their churches; others expect a link to a specific parish. Confirm with the school and the church.
My baptism certificate is not in English. What should I do? +
For the Catholic schools, ACCS states a non-English baptism certificate must be translated and the translation certified by a notary public. Prepare the certified English translation ahead of registration, and keep the original too.
I was baptised overseas. Is the certificate accepted? +
An overseas baptism certificate can generally be used, subject to the church's and school's requirements, with a certified English translation where it is not in English. Confirm with the school before you rely on it.
Do I need a letter from my parish? +
It depends on the denomination. For Catholic schools, ACCS states no additional parish letter is required beyond the baptism certificate. Anglican and Presbyterian schools commonly require an endorsed eligibility form from the parish. Check the school's current requirement.
I attend church but am not an official member. Do I qualify? +
Attending services is not the same as the membership these routes require. Anglican and Presbyterian schools in particular look for active, confirmed and endorsed membership. Speak to your church about formal membership and endorsement well before registration.
I recently transferred to another church. Which church should endorse me? +
The endorsement should come from the church connected with the school you are registering for, in line with that denomination's rules. Discuss your situation with both churches and the school early.
The school does not appear in my P1 Registration Portal. What should I do? +
Have the other parent log in and check. If neither parent can see the child, phase or eligible school, use the online form in the P1 Registration Portal and contact the school before the phase closes.
Can I apply to two church-affiliated schools? +
No. You may register for only one school in a phase. If you amend the application during the phase, MOE takes the latest submission.
Does church membership guarantee admission? +
No. It makes your child eligible to apply in Phase 2B. It does not place church applicants ahead of parent volunteers, clan members or other eligible Phase 2B applicants. If the school is oversubscribed, places go by citizenship then home-school distance, with a ballot where a band is oversubscribed.
What happens if my child is unsuccessful? +
You can register in the next phase for which your child is eligible, normally Phase 2C. A Phase 2B application does not reserve a place elsewhere.
Does this route apply to international students? +
No. Phases 1 to 2C(S) are for Singapore Citizen and Permanent Resident children. International students follow a separate process — see the Phase 3 guide.
