Phase 2B for Clan or Association Members: Eligibility, Schools and Requirements
You may qualify for Phase 2B when a parent is an endorsed member of a clan association directly connected with the primary school. Membership or ancestry alone does not qualify your child — the association must confirm you have met its requirements and recommend you for the school.

Do I qualify? 6-step check
The endorsement is the decisive step: membership and a Phase 2B recommendation are separate matters. The portal is the actual record of your child’s eligible schools.
1. Is your child a Singapore Citizen or Permanent Resident?
General guidance only; the association’s endorsement and the MOE portal are what decide eligibility.
How the clan route works
- Join the connected association. Joining alone does not guarantee a recommendation.
- Complete the membership and service requirements. These are set by the association.
- Apply to the association for its Phase 2B endorsement. This normally happens before MOE’s registration window.
- Register through the P1 Registration Portal. Select only the school for which you have been recognised as eligible.
Singapore Hokkien Huay Kuan (SHHK)
The best-documented clan route. SHHK runs a Phase 2B recommendation scheme for its five connected schools:

- •Children born 2020 and before: at least 2 consecutive years of SHHK membership by 30 June of the registration year.
- •Children born 2021 and after: at least 1 year and 9 consecutive months of membership by 30 June of the registration year.
- •At least 80 hours of volunteer service with or through SHHK, completed by 31 May of the registration year.

Schools founded by clan associations, current route to confirm
These schools were founded by clan associations, but we have not independently confirmed a current Phase 2B clan endorsement route for them. A historical founding relationship is not the same as an active route.
Founded 1919; run by the Futsing Association from 1924. Contact both the association and the school before relying on this route.
Set up in 1940 by the Teochew clan foundation, which still supports the school. Contact both the association and the school before relying on this route.
Founded 1906 by the Hakka clan association as Khee Fatt Study Institution. Contact both the association and the school before relying on this route.
Planning by your child’s birth year
Joining an association should not be treated as buying P1 priority. You must genuinely meet the organisation’s membership, service and recommendation requirements.
What to prepare
For the clan association
Set by the association, and usually needed well before MOE registration:
- The association’s Phase 2B recommendation application.
- Your membership details and volunteer-service records.
- Identification required by the association.
- Your preferred affiliated school.
For MOE registration
For a recognised endorsed clan member, MOE generally does not need additional documents unless you register through an online form or have a special circumstance. You do not routinely upload both parents’ NRICs and the child’s birth certificate — have Singpass, your child and parent details, and any documents the portal specifically requests.
Vacancies, distance and balloting
Clan endorsement gives access to Phase 2B, not a guaranteed place. Each school reserves 20 places for Phase 2B; after Phase 2A, one-third of the remaining places is added to Phase 2B (two-thirds goes to Phase 2C). A school ballots when applicants exceed vacancies.
When oversubscribed, priority runs:
- 1. Singapore Citizens within 1km
- 2. Singapore Citizens 1km to 2km
- 3. Singapore Citizens outside 2km
- 4. Permanent Residents within 1km
- 5. Permanent Residents 1km to 2km
- 6. Permanent Residents outside 2km

What happens if you are unsuccessful?
- You can register in the next phase for which your child is eligible, normally Phase 2C.
- A Phase 2B application does not reserve a place for Phase 2C.
- Make a fresh school decision based on remaining vacancies, and remember you may select only one school in each phase.
Common mistakes to avoid
- ✗Assuming dialect or ancestral group automatically qualifies you.
- ✗Assuming paid membership alone qualifies you.
- ✗Joining too late to complete the minimum membership period.
- ✗Completing membership but not the required volunteer hours.
- ✗Confusing a historical school founder with a current, active Phase 2B route.
- ✗Assuming endorsement guarantees admission.
- ✗Ignoring citizenship and home-school distance priority.
- ✗Waiting until the MOE registration window to ask the association for endorsement.
- ✗Applying to more than one school in the same phase.
Common questions
Does being Hokkien, Teochew or Hakka automatically qualify my child? +
No. Dialect or ancestral group does not by itself qualify you. Your child qualifies when you are an endorsed member of the clan association directly connected with the school — the association must confirm you have met its membership and service requirements.
Can I join an association now and apply this year? +
Usually not. The associations that endorse for Phase 2B require a minimum membership period plus service hours completed by set cut-offs before registration. For the Singapore Hokkien Huay Kuan, membership must have run for two consecutive years (or one year and nine months for children born in 2021 and after) by 30 June, so joining just before registration is too late for that year.
Is membership enough without volunteering? +
No. Membership and the Phase 2B recommendation are separate. SHHK, for example, requires 80 hours of volunteer service completed by 31 May, in addition to the membership period, before it will recommend you.
Can either parent be the qualifying member? +
The qualifying member is the parent who holds the membership and endorsement. Confirm with the association whose parent's membership it will recognise, and register the child under that parent.
Must my child study Higher Chinese to use the clan route? +
The clan endorsement is about the parent's membership and standing with the association, not the child's subject choices. Any language-programme requirements are a separate matter set by the school — confirm with the school.
Can the same endorsement be used for any affiliated school? +
Not automatically. The association recommends you for a specific school or set of schools it is connected with. Confirm which school the endorsement applies to, and note you may only register for one school in the phase.
Can I register for two affiliated schools? +
No. You may register for only one school in a phase. If you amend the application during the phase, MOE takes the latest submission.
Does endorsement guarantee a place? +
No. Endorsement gives access to Phase 2B at the connected school. If the school is oversubscribed, places still go by citizenship then home-school distance, with a ballot where a band is oversubscribed.
Does home-school distance still matter? +
Yes. When applicants exceed vacancies, priority follows citizenship first, then distance (within 1km, 1 to 2km, then beyond 2km). A clan endorsement does not remove the effect of distance.
What happens if the school is missing from my portal? +
Have the other parent log in and check. If neither parent can see the child, phase or eligible school, use the online form in the P1 Registration Portal, and contact the school. For the endorsement itself, contact the association.
What documents must I give the association? +
This is set by the association, and is separate from MOE registration. SHHK's published process, for example, has parents submit its recommendation application form and supporting identification to SHHK before registration. Check the current requirements with the association.
Can I apply again in Phase 2C if unsuccessful? +
Yes. If a Phase 2B application is unsuccessful, you can register in the next phase for which your child is eligible, normally Phase 2C. A Phase 2B application does not reserve a place elsewhere, so reassess remaining vacancies.
Are Poi Ching, Ngee Ann Primary and Qifa currently available through a clan route? +
These schools were founded by clan associations, but we have not independently confirmed a current Phase 2B clan endorsement route for them. Contact both the association and the school before relying on such a route.
Can the association change its requirements? +
Yes. Membership periods, service hours and cut-offs are set by each association and can change between exercises. Always confirm the current terms with the association before you plan around them.
