No. Your grassroots-leader endorsement comes through the People's Association , via the GRL@PA system. The school does not approve GRL eligibility, so contact your PA constituency office — not the school — with questions about the endorsement itself.

Q: How competitive is the grassroots-leader route?

It is a small, niche route — MCCY notes that on average fewer than 1.5% of grassroots leaders register a child under Phase 2B each year.

To use this route, the registering parent must:

Be a current serving committee member of one of the recognised bodies.
Have served actively and continuously for at least two years before the P1 Registration Exercise.
Be assessed and endorsed by the People’s Association (PA).
Apply to a primary school within 2km of the parent’s residential address used for registration.

Answer according to your official appointment and service record, not only the activities you remember attending.

Which committee are you serving in?

Select a body in the checker only when you hold a current recognised appointment in it. Participating in a programme organised by the body is not the same as being one of its serving committee members.

What does not automatically qualify?

The following may demonstrate community involvement but do not, by themselves, establish eligibility:

Helping without an eligible appointment

Helping at community events.
Distributing items or publicity materials.
Supporting resident outreach.
Attending committee meetings as a guest or observer.
Joining an event organising team.
Volunteering through an employer, school or informal group.
Participating in a one-off PA activity.

Registering interest or beginning onboarding

Completing an online volunteer-interest form.
Approaching a Community Club.
Attending an introductory session.
Beginning observership or onboarding.
Being told that an appointment may be considered later.

Service without confirmed continuity

Service separated by an appointment gap.
An appointment that expired before renewal.
Moving between committees without confirmation that the service remains continuous.
A long period of inactivity.
Past committee service when the parent is no longer serving.
Combining separate service periods without PA's confirmation.

Other connections

Being related to a grassroots leader.
Having a spouse who serves when that spouse is not the parent being endorsed and registering.
Political-party volunteering.
Serving on an organisation not included in the published list.
Living in the constituency without holding a recognised appointment.
Serving in the same constituency as the intended school.
Completing many volunteer hours without a qualifying committee appointment.

The relevant questions are not simply “Did I volunteer?” or “How many hours did I complete?” Ask instead: “What is my current recognised appointment, what service period does PA record, and will PA endorse me for this child’s P1 exercise?”

Not formally appointed by 30 June 2024? It would generally be too late to begin building the required two continuous years for the 2026 exercise. Appointed by that date? Check PA’s official service record, continuity assessment and endorsement status.

This is a planning calculation, not confirmation that a particular parent qualifies.

Important limitations

This calculator does not know:

Whether the parent holds a recognised appointment.
Whether PA accepts the appointment date.
Whether the service was active and continuous.
Whether there was a break or lapse.
Whether PA will endorse the parent.
Which schools will appear in the P1 Registration Portal.

It answers only: “What is the latest planning date obtained by counting two years backwards from my child’s P1 Registration Exercise?” PA’s official records, assessment and endorsement determine whether the route is available.

The People’s Association determines and endorses your grassroots-leader status. The school does not approve your GRL eligibility, so questions about the endorsement itself go to your PA constituency office.

How the grassroots-leader route works

It runs through two separate systems, which is why you never ask the school to approve your GRL status:

Step 1 · People’s Association

PA assesses whether the parent qualifies to be endorsed as an active grassroots leader, and endorses eligible leaders through the GRL@PA system.

Step 2 · MOE registration

Once the endorsement is reflected in the registration system, the eligible parent registers the child through MOE’s P1 Registration Portal during Phase 2B.

Who qualifies, in full:

•A parent is a currently serving grassroots leader — an appointed leader of a People's Association grassroots organisation: a Citizens' Consultative Committee (CCC), Community Club Management Committee (CCMC), Residents' Committee (RC), Neighbourhood Committee (NC) or Residents' Network (RN), or a Community Development Council District Councillor (CDC DC). Ordinary grassroots members who are not appointed leaders do not qualify. [MCCY]
•You must have at least two continuous years of active service as a leader immediately before you apply, and the school you register at must be within 2km of your home (checked on SLA's OneMap). Your own constituency may set its own internal requirements, so check with your grassroots office. [gov.sg]
•The endorsement comes from the People's Association, not the school: eligible leaders apply through the PA's own GRL@PA system, and the PA assesses the application before MOE's Phase 2B registration. [PA]
•You must be the child's legal parent (grandparents and guardians cannot apply), and if you are granted a place this way you must keep living at the registered address for at least 30 months from the start of the P1 exercise. [MOE]

PA may issue eligible leaders separate instructions and deadlines before MOE’s Phase 2B registration. For the 2026 intake the GRL@PA application ran in May 2025; for a future cohort, follow the current instructions provided through GRL@PA or your PA constituency office rather than assuming a fixed month.

Step-by-step registration

Before registration opens

Confirm that PA has endorsed your GRL eligibility.
Check which primary schools are within 2km of the registration address.
Log in to the P1 Registration Portal from 30 June 2026.
Confirm that Phase 2B and the expected eligible schools are shown.
Review each school’s Phase 2B vacancies and past balloting history.
Decide on one school before the phase opens.

During Phase 2B

The endorsed parent logs in with Singpass.
Select one eligible school.
Check the child, parent and address information.
Submit the registration.
Confirm the portal shows “Registration submitted”.
Save a screenshot or record of the submission.

You may register for only one school in a phase. If you amend the application during the same phase, MOE takes the latest submission.

Which schools can a grassroots leader choose?

Unlike other Phase 2B routes tied to a particular school, the GRL route is based on the parent’s endorsed status and the home used for registration. The school must be within 2km of that address. Schools outside 2km are not GRL options.

Vacancies, priority and balloting

Endorsement lets you take part; it does not guarantee a place. An endorsed GRL application can still be unsuccessful when a school receives more Phase 2B applications than it has vacancies.

Because GRL applications are restricted to schools within 2km, the relevant priority bands are normally:

Singapore Citizens within 1km
Singapore Citizens 1km to 2km
Permanent Residents within 1km
Permanent Residents 1km to 2km

Singapore Citizens are considered ahead of Permanent Residents, with a ballot where a band is oversubscribed.

Current Phase 2B vacancies · A school’s balloting history

Important: the 30-month stay rule applies to this route

A child admitted through the endorsed grassroots-leader route must live at the registration address for at least 30 months from the start of the P1 exercise. For the 2026 exercise the period begins on 30 June 2026, subject to the separate commencement rules for new and resale properties. MOE may transfer the child to another school if the requirement is not met.

• The address used is normally the parents’ NRIC address; new-property and resale-property addresses follow separate commencement rules.
• If you plan to move during the 30-month period, or rely on a caregiver’s address, check the rules and evidence MOE may request before you register.

Documents and information to prepare

Registration runs through Singpass and the P1 Registration Portal, so most parents do not upload documents. Have these ready:

Singpass access for the endorsed parent.
Child and parent details, to check against the portal.
Your PA endorsement or GRL reference, where provided.
Supporting documents only when the portal requests them.
Documents required for any special address or custody arrangement (new/resale property, caregiver address, custody).

Common questions

I volunteer with an RC. Does that automatically qualify me? +

No. Volunteering, attending community activities or helping a Residents' Committee does not by itself establish Phase 2B eligibility. The decisive factor is whether the People's Association has endorsed you as an active grassroots leader — an appointed leader with at least two continuous years of active service. Ordinary members who are not appointed leaders do not qualify.

Can I choose any primary school in Singapore? +

No. Unlike routes tied to a particular school, the GRL route is based on your endorsed status and your home location. The school must be within 2km of the address accepted for registration. Check the distance on SLA's OneMap before you rely on it.

Does the school approve my GRL status? +

No. Your grassroots-leader endorsement comes through the People's Association, via the GRL@PA system. The school does not approve GRL eligibility, so contact your PA constituency office — not the school — with questions about the endorsement itself.

My GRL eligibility is not shown in the portal. What should I do? +

Have the other parent log in with their Singpass and check. If neither parent can see the child, phase or eligible school, use the online form in the P1 Registration Portal and contact the school for registration help. For the endorsement itself, contact the relevant PA constituency office.

Can I register at two schools during Phase 2B? +

No. You may register for only one school in a phase. If you amend the application during the same phase, MOE takes the latest submission.

Does GRL endorsement guarantee admission? +

No. An endorsed GRL application can still be unsuccessful when a school receives more Phase 2B applications than it has vacancies. Applicants are considered by citizenship then home-school distance, with a ballot where a band is oversubscribed.

How competitive is the grassroots-leader route? +

It is a small, niche route — MCCY notes that on average fewer than 1.5% of grassroots leaders register a child under Phase 2B each year.

What happens if my child is unsuccessful? +

Your child can register in the next phase for which they are eligible, normally Phase 2C. An unsuccessful application does not reserve a place elsewhere.

Can my spouse submit the application? +

MOE's guidance refers to the endorsed grassroots-leader parent registering the child, and only one parent needs to register (declaring the other parent's consent). If the eligibility or school is not visible, the other parent should try their own Singpass login, then use the portal's online form. Follow the current portal instructions for your case.

What happens if we move after admission? +

A child admitted through this route must live at the registered address for at least 30 months from the start of the P1 exercise, subject to the separate commencement rules for new and resale properties. MOE may transfer the child to another school if the requirement is not met.
